That is a fairly fast moving target, and we should discuss what makes the most sense from a tooling, QE point of view.

Here is a listing of:
 - platforms for Android versions - http://developer.android.com/tools/revisions/platforms.html
 - SDK tools versions and release  - http://developer.android.com/tools/sdk/tools-notes.html
 - ADT plugin versions - http://developer.android.com/tools/sdk/eclipse-adt.html

We're not shipping it and will really just be saying this is the version was tested - correct?  In this case I would go the latest version available at the time the choice must be made.

At this point that would be 20.0.3 for both SDK and ADT.
