Do you mean that the JBoss Tools Mobile Browser Simulator features/plugins incorrectly fail to declare ALL their dependencies to other Eclipse.org and JBoss.org features/plugins? 

Or do you mean that the plugin isn't correctly adding itself to the perspective/command groups?
