As I understand, you mean that BrowserSim is not available in non-JBoss Tools perspectives?
Yes, it is enabled only for 'JBoss', 'CSS Editing' and 'Web Development' perspectives. If user installs only one BrowserSim feature, than none of these perspectives is available. And he has to go to Customize Perspective>Command Groups>BrowserSim.

But I do not think that adding BrowserSim to all perspectives by default is a good idea.

Any suggestions what we can do here?
