Basically this drills down to not authenticating a user account that was given from the console. This could happen with the existing widgets (if user or pw are not change, we'd not authenticate). The dialog you propose would be a further improvement. I'd like to have max commenting on the basic concern, that we might not validate an existing account. 
Just to make it clear once more: Most users will not invoke the wizard from the console, they will invoke it from the new wizards (File->New->Other->OpenShift) or central. The Express console is not visible initially. You then have no account that was selected previous and we have to offer the user the chance to indicate an account. Even when started from the console, one should get the chance to change the user bein used. You'd have to close the wizard, select another user in the console and restart the wizard.
