a) How about 6 large groups? "CloudTools" "DataTools" "MavenTools" "WebTools" "ReportTools" "GeneralTools" ?

b) if you want more than one "chunk" of JBDS to be installable, you are proposing multiple install footprints. For example...
Cloud+Data
Cloud+Maven
Cloud+Web
Cloud+Report
Cloud+General
Cloud+Data+Maven
Cloud+Maven+Web
Cloud+Report+General
...

If we have 3 chunks (A B C), we are asking to have QE/GSS support 7 combinations:
ABC, AB, AC, AD, 
A, B, C

If we have 4 chunks (A B C D), we are asking to have QE/GSS support 15 combinations:
ABCD, ABC, ABD, ACD, BCD, 
AB, AC, AD, BC, BD, 
CD, A, B, C, D

Supporting 5 or 6 chunks will be significantly more permutations to consider.

c) JBDS is built from JBT. How can it be in conflict to have JBT installed and to "upgrade" it to JBDS? You might want this to get something that is "supported" or to be able to provide feedback via the JIRA/BZ connector. Or to be able to more easily discover SOA Tooling. *shrug*

e) this is the simplest approach -- we just tell people to download JBDS via the update site. As above, many footprints are possible; except that in this case it's "any feature you want" (100s of features, 1000s of permutations) rather than just "the connectors we provide in Central" or "the feature groups we provide on Marketplace"
