I've decided to force a full build if this situation occurs. This is the only situation where a change in property could conceivably kill a build, so in this case, rather than throw a RuntimeException, I now throw a custom RuntimeException subclass, and in the job, upon catching it, I redirect automatically to a full rebuild of the project archives (not the entire project).
