I've raised to m2e team before to add these to the Maven menu to be easier to find and *not* overload the run menu but they have denied that so far.
Also note if we add them to the project "build" menu it will be lying since Eclipse is not using these to actually build with.
It will also be wrong if users are using gradle or ant or something else.

But Introducing a custom "Build As..." menu could make sense - would need to be based on what kind of project is actually selected. Wether it is mvn package or mvn install is not something we can detect upfront since that is *highly* dependent on the pom.xml contents so we would need both there and maybe have a MRU(most recently used) sort on it.
