With Forge 1 tooling the runtime is external.

Forge 2 is not external - its bundled inside as an osgi bundled. Thus you can't set this dynamically - you would need another layer of osgi bundles making a proper interface between the tool and forge2 to choose different bundle runtimes....

About unzipping files in the startup - eclipse does this automatically once. If that is a big overhead we can make the runtime bundle an exploded distro instead.
