Not sure we can set different defaults. What if the user has already resized it in previous install operations? Should it remember the user's size, or switch to your size value? 

And while we could set a different default (maybe) in JBDS, how would an org.jboss.tools.* plugin contribute the resize info BEFORE it gets installed? 

Really, this sounds like a UX bug in Eclipse itself, which you should report upstream. https://bugs.eclipse.org/bugs/enter_bug.cgi?product=Equinox&component=p2
