Splitting into two jiras makes sense, on the CordovaSim aspect, we just need to provide a more intelligible message, simulation is not necessary as no "sim" that I have seen addresses APNS/GCM, you must have a real device, as the message is delivered via Apple/Google and the network carrier (or Internet).
