I'm not able to replicate this.   

There is another workflow if you don't know about it.   Window -> Preferences;  Runtime Environment,  Click the "Add" button. 

This workflow is pretty much identical to entering from the New Project wizard. 

I do remember experiencing this bug and fixing it, but I can't seem to locate the patch that did it.
