we do not want to expose tern specific features if can be avoided since down the road we plan to incorporate better javascript into eclipse JDT and here it might not be tern that is used but instead eclipse orion.

Also tern exposes various "runtimes" to use for evaluating javascript but very few of them actually work.

And finally tern is not api stable thus we locking down the versions and try avoid depend on features we can't support.
