Looks like the site used was NOT the one with the compositeContent.xml suffix. Had they used that, the error would have been:

Error reading update site https://devstudio.jboss.com/updates/7.0/central/integration-stack/compositeContent.xml.
The XML stream is not a valid default "site.xml" file. The root tag is not site.

So, back to what [~maxandersen] said: proxy problem, not user problem.
