I have reviewed the "how to stage" documentation and identified the step that seems to have gone wrong.
I've fixed it and re-run the necessary steps, and the site mentioned in this error are now live, so this should now be fixed. [~rhopp]: Can you please give it a new try?

I believe it would make sense that as part of the publishing process, before sending notification, we add a step to suggest the one carrying on the publishing process to check minimal working status (ie download JBDS, and install all from Central and Early Access). The cost would be 30 minutes or so, but this would avoid to make such bugs public.
