All my testing above is in jboss tools.

Two things I see problematic here:
1) central says all is installed, the wizard says it is not. 

2) even if doing the install 3 different steps are needed before it ends up having consistent thing installed.

Looks like either assoicate sites or discvoery sites are linked improperly.
