B29 is the one in current staging CR2 (download.jboss.org/jbosstools/updates/staging/luna)
B31 is the one in current CR2a candidate (download.jboss.org/jbosstools/updates/nightly/core/4.2.luna)

B31 shouldn't be accessible in anyway from the staging/luna or development/4.2.0.CR2 stream. It seems like one of the sites in http://download.jboss.org/jbosstools/discovery/development/4.2.0.CR2/ reference the nightly site.
