Central TP, contrary to how it is named, isn't use as a target definition for anyone. Even if you want to replace it with a category.xml (I remember I suggested that one), you'll need to list the necessary entries to include in the category.xml, and the site where it comes from in pom.xml. I don't get what would be the functional benefit.
