Changes to 3rd party stuff (eg., the version of SpringIDE in Central) will require TWO builds to get a new zip for offline use:

But if we're doing an "update only" change to Central's 3rd party stuff, then we need only rebuild the centraltarget job. This matches the policy of NOT rebuilding the installers for "update only" releases -- the live update sites may change, but the offline stuff is NOT rebuilt. And of course for releases where we DO have new installers, we would rebuild everything (JBT/JBDS targetplatforms, centraltarget, JBT aggregates (2), child-sites, discovery, installer), as we already do today.
