Yes. No more unresolved requirements when installed from rh-eclipse46-devstudio 10.2.0.20161028.1959.el7 rpm.

I notice there's a missing icon, however, which seems to be a problem in both devstudio rpm install AND devstudio when installed via installer jar on fedora x86_64.
