Another related problem.  I re-ran the installer after having to kill the previous version that got hung installing Cygwin.  This time it completed very quickly (not sure if it actually installed anything) and told me the install completed successfully.  However, the Cygwin install doesn't appear to have worked as there is no menu entry (windows shortcut) to be able to start the cygwin terminal.

I've attached the install.log from the subsequent run.
