I re-ran the installer for a 3rd time, explicitly checking Cygwin to force it to be re-installed.  The hope was this would clear up the failed installation.

It looks like there was a problem that is probably due to Cygwin setup still lingering in the background from the previous failed install.

Is there any attempt to kill/clean up after a failed install??

Also, there is the problem that the Cygwin install failed, so the installer is waiting for the cygwin install to complete so the installer is just stuck/hung.  The only option is to close the window.
