Actually, it seems to check both the name and the id. If either is in use, the error is shown. New servers get the same name and id by default. It doesn't seem reasonable to make up an id or use a generated id if a new proposed name is already in use by another server's id. I'll investigate if it's possible, but I'm not sure the solution would be accepted.
