[jbossws-dev] WS-RM, depends on WS-Policy, WS-PolicyAttachment

I am wondering whether to integrate WS-Policy, WS-PolicyAttachments
first before we move on to WS-RM. From an implemenation perspective
WS-RM depends on WS-PO, WS-POA
