Please allow repeated use of URI fragments without error.

Repeated use of a URI fragment results in incorrect processing.  An example:
(1) /schema_imports/Entities.xsd
(2) /service_resources/service_schemas/testService/schema_imports/Entities.xsd


Items 1(Entities) and 2(Entities) will cause an error because in both cases the URI ends in '/schema_imports/Entities.xsd' even though they are clearly different URIs.
