[keycloak-dev] Keycloak docker image diverged between master and latest

master branch on Docker Hub also builds Keycloak so you get Keycloak itself
from master of https://github.com/keycloak/keycloak. This is done with
hooks/builds adding build-args when the target is master. I haven't had
time to figure out how to do this on Quay yet though, but feel free to
create a JIRA and we'll look into it when we have time.
