[keycloak-dev] Documentation on metrics introduced in version 6.0.0

Take a look at
https://github.com/keycloak/keycloak-community/blob/master/design/observerability.md.
Haven't had a chance to give it a go, but SmallRye has a static registry
that can be used to add metrics for Keycloak.
