Also Just now I synced to rev 747 HEAD, and the problem is still there.
The 8181 port on localhost 127.0.0.1 is just tomcat index.html page.

JVM: 
java version "1.6.0_10"
Java(TM) SE Runtime Environment (build 1.6.0_10-b33)
Java HotSpot(TM) Client VM (build 11.0-b15, mixed mode, sharing)

Back endserver:
  Apache TomCat, axis2 service at port 8181.

The argument I used for the client is: http://127.0.0.1:8181
