I did some investigations.

According to [this|http://tomcat.10.n6.nabble.com/Publishing-zips-to-the-maven-repo-td2256154.html] thread it seams that Tomcat will not publish zip distributions in the near future. 

It is one year old thread, and the one of the reason of rejecting it is that it is only for Open EJB project, that is why they let this on Open EJB.

It will be maybe worth to start this discussion again in a proper place and let them know that bunch of JBoss projects would appreciate this as well. Let me know I can start this initiative.
