[rules-dev] drools-guvnor and drools-factcontstraints: commit before Friday

Good point, I 'll move only the guvnor dependent part to
drools-guvnor-gwtclient.
We can take a look to moving the rest into drools-core or
drools-compiler. Do you think that's a good idea?
