[rules-dev] split-up: guvnor repository unfrozen + check settings

Note that cloning and building droolsjbpm-tools is totally optional.
And if you do build it, you'll need to build it 3 times currently before 
it succeeds
(was like that before the split-up already but really annoying), which I 
'll look into fixing soon.
