[rules-dev] It looks like maven build is broken for drools-compiler

Looks like a mistake during the release.
It's very strange though, because the manifest is regenerated during 
"mvn clean install", so I don't see how this can have occurred.

I 'll contact the person who released it, see if he has a clue what 
happened.
