jxl is http://jexcelapi.sourceforge.net/
it's not http://sourceforge.net/projects/jxl/

so it's LGPM:
http://sourceforge.net/projects/jexcelapi

very confusing indeed :(
but mvnrepository.com search on "jxl" explains why:
