[rules-users] BRMS search functionality

Hi,

When I create a rule from scratch through BRL guided editor, then I am able
to locate the rule through the search functionality. At the same time when I
create it by copying an existing rule, I am not able to. Won't indexes be
created for rules which are created in the latter fashion. Thanks.
