[rules-users] sequencial rules

sounds like you need 2 agenda-groups/ruleflow-groups, rules 1-4 will have
one agenda group, rules 5-X will have other agenda-group, the 4th rule's
consequence will set the focus to the other agenda-grouphope this helps
