[rules-users] Migrate the package from Derby to MS SQL server

Does Guvnor run at all; can you import the examples you're prompted for when
running with an empty repository?

If Guvnor is running with a new SQL Server based repository I believe the
best approach is to perform an export and import from within Guvnor itself.
