[rules-users] JBRULES-2833 ant compile .package files first still broken in 5.2M1

Hi

I was testing drools 5.2M1 since it should fix a bug with the ant task
builder:  https://issues.jboss.org/browse/JBRULES-2833 JBRULES-2833 . Alas,
we noticed this functionality was still broken. We took an hour to find out
why. You can see our findings as a comment to the JIRA issue.  I'm hoping
this will be fixed for the final build.
