[rules-users] Unable to view drls in guvnor

There must be something in WAS's log indicating a problem of some sort.

Have you tried with a completely clean repository, i.e. delete the
repository.xml and repository folder entirely?

Since the problem only occurs in your DEV environment (I assume a DEV
server somewhere, not your local IDE DEV environment) it is likely to be
environmental.
