[rules-users] not able to access Guvnor repository files when using webdav folders for Guvnor 5.4 deployed on Tomcat 7 and windows 2008 64 bit server

I am able to login into guvnor login page correctly using the same
id/password. however, when using windows webdav web folders or even the
eclipse drools plugin, it does not seem to work.

when I intentionally  give the incorrect id/pwd, I do get an authentication
error as expected.
