[rules-users] Drools: Using Declared Types in Decision Tables

Just like the DRL you'd use to declare facts. The Declare keyword in the
RuleTable is really only a placeholder for (any) free format DRL but
conveniently reserved for use for declared types (historically people added
declared types to the Functions keyword, or similar).

If however the XLS is imported into Guvnor and converted to a web guided
decision table the Declare section is converted into a declarative model in
Guvnor.
