[rules-users] compare attributes form similar type

Adding the constraint 
gender == "male"
prevents "females" from triggering the rule

Moreover, "exists" will cause the rule to activate only once,
as long as 1 or more males are assrted, regardless of how 
many females. 

This seems a very basic use case, largely documented 
in the manual
