[rules-users] Not Able to create a condition BRL fragment

Manstis ,

I want to update a fact i.e. want to set value on existing fact.
I am new to the Guvnor. So it may possible that I am not following proper
steps for creating a Rule. As per my understanding from fact creation screen
we can bind a fact pattern.
