Otoh this work hasn't happened in a year and a half :( so I think we  
have to give up the waiting game and make our stuff as good as possible.

IMO the distinction between model and action is orthogonal to whether  
to hot deploy or not. For example, where do you put a class that must  
be loaded by the wacl? Model is semantically wrong and action won't  
work as it is hot deployed. Better to educate people about what can be  
hot deployed vs what can't.
