[seam-dev] Seam XML Changes

I am about to implement the changes from the following issues:

This will affect anyone using XML, as the main namespace and some of the tags are going to change, and interface configuration is going away as well. 

After I have made these changes and done a bit more work on the docs I will do a beta release.
