[weld-dev] ref guide (re)draft ready

Once Weld RC2 is released (should be soon), please pay particular attention
to the "getting started" chapter (chapter 3) to make sure it covers every
last step to deploy the two starter examples. We don't want any errors here
because this is our 10 minute test opportunity!
