Yes this is testing on tomcat 5.5.20, and seems to only work with the tomcat.zip, not with
the tomcat installer as Burr recently found out. So we may want to take a look at that,
and maybe deploying it to the other environments.
How much work would it be to add an orderly shutdown? There is no
"unload-on-shutdown" is there?
