When I look at the code, I see the opposite, even if it is a Message Filter we send a
message to the DLQ. Anwyay I will create some testc ases and fix it up.
CBR behaves like a message filter on a zero hit

When a message has been parsed and its content didn't allow to specify a destination,
for example, the "total amount" equals 50, but rules specify a destination if
"total amount" is greater than or less than 50, then there is no difference
between the Message Filter and CBR - the message is simply dropped.
Shouldn't, in case of using the CBR, such a message goes to the DLQ?
