Nothing new has broken... it's been broken like this for a while... we've just
been lucky :)
We see it now on the SOAPClient config (for example) because it is now supporting a
Contact Publisher, which triggers this code to populate the Action instance used to
configure the publisher instance. SOAPClient also supports one of these <property>
configs that defines its value as element content, instead of on the value attribute
(namely the responseXStreamConfig config).
