Actually did it in the Load Balancing and not the ServiceInvoker. Implemented an
AbstractLoadBalancePolicy that gives preference to InVM EPRs before applying the policy.
ServiceInvoker should check for InVM Service Endpoint before
delegating to Load Balancing Strategy
