As the isolation layer is currently set to serializable this will result in a full table lock on the database for the duration of the transaction. Further, having created a prepared statement to execute the query this does not appear to be used by the polling loop resulting in the JDBC driver parsing the scan statement for each invocation. There is also a possibility of a connection leak if the prepared statement creation fails in the initialise.
