UI specification for Restricted Page feature

I've added the UI specification part to Restricted Page spec:

The idea is that an admin should be able to configure the Move-*-Permission
using UI :
- We'll add 2 more tabs for setting those permission beside the access and
edit permission tab
- Only "Admin" user can see those 2 tabs (user that has admin membership
types)
